地下管线信息系统建设中共享与保密的实践

Application of Sharing and Secrecy in the Construction of Underground Pipeline Information System

随着城市化进程的不断加快和地下管线管理信息化程度的不断提高,城市规划、建设、管理等职能部门、权属单位及工程建设单位对地下管线信息的利用需求越来越频繁、迫切,地下管线保密问题已成为地下管线信息资源共享的最大障碍。本文结合地下管线信息化建设的实践,提出对地下管线保密分类分级管理的建议,在信息系统中对地下管线数据按用户权限控制,同时对离线交换数据和在线调用矢量数据进行加密,满足地下管线在政务专网应用层面上的信息共享,避免采用一刀切的方式对所有数据进行保密;实现地下管线数据保密和共享工作的双赢,对推进地下管线数据的保密和共享工作的制度化,化解地下管线数据共享与保密之间的矛盾进行了一定的探索。

For the urban planning,construction,management and other departments,the demand for underground pipeline information is more frequent and urgent,and the secrecy has become the biggest obstacle to information sharing of underground pipelines.Combining with the practice of underground pipelines information system,the paper explores security classification management and data encryption of underground pipelines;in the information system,the underground pipeline data is controlled by the user rights,and the offline exchange data and the online call vector data are encrypted to meet the information sharing of the underground pipeline on the application level of the E-government Intranet and avoid the secrecy of all data in one knife cut way.The win-win of the work explores to promote the secrecy and sharing of underground pipeline data and the institutionalization,and to resolve the contradiction between the underground pipeline data sharing and secrecy to a certain extent.
