产业技术研究院的新发展和运行机制变迁

The Development and Evolution of Operational Mechanism of Industrial Technology Institutes

基于对世界多国产业技术研究院(简称"产研院")的分析,本文认为产研院的运行机制已发生了显著变化,表现为职能定位综合化、业务范围扩大化、建设模式多元化、研发模式集成化、运营模式柔性化的新特征。结合中国新建产研院的发展现状,本文建议尽快明确产研院的法律身份及其配套政策,试点建设国家级的产研院,并加强地方产研院发展的规范和资源整合。

Based on the analysis of ITIs （ Industrial Technology Institutes） in the world, this paper considers that institution of ITIs have undergone significant changes including the integrating functions, the expansion of business, the diversification of construction mode, the integration of R＆D and the flexible of operations mode. Then, the paper proposes several policy suggestions aiming to sup- port the development of China＇s ITIs.
