摘要
以层次需求理论为工具,分析了某中央企业集团作为首批董事会授权改革试点企业初步探索的企业领导体制特征,重点研究了其以战略管理权、高管选聘权、业绩考核权、薪酬管理权、财务管理权和工资管理权等6项授权为基础,对董事会、经理层、政治层和员工层等4大群体活力个性化的人本激励探索,提出了中央企业集团领导体制机制改革的"五大关键点":即完善中央企业外部董事制度、理清董事长和总经理权责体系、党组织作用有效融入法人治理结构、建立分层分类基于需求激励约束体系和充分发挥内部核心团队作用。
