新建本科院校向应用技术型高校转型发展是适应经济"新常态"对应用技术型人才培养新要求的必然趋势。新建本科院校在转型发展过程中,面临着地方政府权职定位模糊、行业企业参与不够、人才培养模式滞后等问题。解决这些关键问题以促进新建本科院校实现转型发展,需要地方政府转变权职定位并不断完善新建本科院校转型发展的政策环境,需要行业企业与新建本科院校实现产学研深度合作,需要新建本科院校持续推进人才培养模式改革。

In order to adapt to the current requirements of new normal economy for the applied technical personnel training, newly-established colleges and universities should keep up with the inevitable trend of transforming into colleges and universities of applied technology. In the process of their transformational development, newly-established colleges and universities are confronting several key problems, such as the vague position of local governments in terms of rights and duties, the inadequate participation of industry enterprises, the lagging talent training mode and so on. To solve these critical problems and stimulate the transformation, local governments need to hold a new position concerning rights and duties and keep on improving the policy environment for the transformational development, industry enterprises need to further their cooperation and research with schools, and newly-established colleges and universities need to continue the reform of personnel training mode.
