摘要
当前我国高等教育质量管理矛盾表现为外部与内部的主体冲突,实质为评价机制与方式的创新不足。同质化作为这一矛盾产物,其主要原因不是评价主体与标准单一,而是以结果为对象的评价方式。多元化发展要求淡化对办学质量结果的直接评价,转向对高校内部质量管理过程的成熟度进行评价。成熟度评价遵循了高校自主自觉发展原则,促使高校作为质量主体进行自我建构,有助于高校内部发展与外部监控间形成一种张力适应,在保证高校办学质量方面体现出更强的辅助性和建设性。
The current contradiction of quality management in higher education reveals the conflicts between external and internal bodies, yet, in fact, it results from the lack of innovation in evaluation mechanism and method. As a product of this contradiction product, homogeneity is not subject to standard single evaluation, but rather the result of the evaluation methods that centers on outcomes. Diversification requires decreasing direct evaluation of educational quality outcomes, and turning to maturity evaluation of university's internal quality management process. Maturity evaluation consciously follows the principles of independent development of higher education institutions, promotes universities as self-construction of quality, and contributes to form an adaptive tension between internal development and external monitoring, which reflects stronger auxiliary and constructive in assuring higher education quality.
