武警指挥员指挥的方法、手段均存在行政自由裁量空间。如果对行政自由裁量权的应用把握不准，不仅会影响任务的质量和效率，而且容易导致职权滥用。武警指挥员依据处置对象、上级意图和战场态势，做到合理、合情、合法，是行使自由裁量权的应用策略。

There is some space of administrative discretion for CAPF commanders in their en- forcement methods and means. If we are not sure about the application strategy of adminis- trative discretion, the quality and efficiency of duty will suffer a loss, and we are inclined to abuse the rights. Based on the disposal objects, the superior intention, and the battlefield situation, the application strategy of administrative discretion should be reasonable and le-gal.
