2012～2014年湖北省医疗卫生案件行政处罚情况分析及相应对策

目的作者通过对国家卫生监督信息系统2012~2014年湖北省卫生计生监督的相关数据分析,了解湖北省医疗卫生案例的行政处罚情况。为湖北省卫生计生行政部门制订医疗监督执法,有效开展整顿和规范医疗服务市场工作方案、方针提供依据和思路。方法从国家卫生监督信息系统中导出3年的数据,对湖北省医疗机构及打击无证行医的监督执法和行政处罚有关数据进行描述性分析和卡方检验等统计分析。结果 2012~2014年3年间,医疗机构监督覆盖率、医疗机构行政处罚案件中罚款金额呈逐年上升趋势,无证行医行政处罚罚款案件数、罚款总额、没收违法所得案件数、没收金额、没收药品器械案件数及移送司法机关案件数,均逐年递增。统计结果也表明这3年间,省卫生计生监督执法机构对医疗机构违反医疗技术规范、出具虚假证明文件等8种违法行为查处率远比全国的要小,且对医疗机构违法事实上报情况不符合规范要求。结论在职能不断调整、执法人员减少的2012~2014年3年间,湖北省医疗监督执法各方面工作得到全面开展,打击无证行医工作力度不断加强,统计结果也反映湖北卫生计生综合监督执法机构应进一步强化医疗监督培训工作,提高医疗监督人员执法能力,要进一步加强打击无证行医的力度,强化综合整治,建立无证行医的长效监管机制。

Objective The analysis on family planning supervision of national health supervision information system in 2012~2014 in Hubei Province health related data, understand the administrative punishment of the medical and health case in Hubei Province. Results： 2012~2014 three years, medical institutions coverage rate of supervision, administrative penal- ty cases of the medical institutions in the amount of the fine was a rising trend year by year, practicing medicine without a li- cense administrative punishment case number, total fines, confiscation of illegal income, the number of cases, the amount of the confiscation, seizure medicines appliance case number and transferred to the number of cases to the judicial authorities, are increasing year by year. Statistics also show that for the last three years, the provincial health meter health supervision and law enforcement agencies to medical institutions in violation of medical technical specification, issued false documents, such as eight kinds of violations investigated rate far than in the country as a whole to is small, and the facts of illegal medi- cal institutions to report the situation does not meet the specification requirements. Conclusion on-the-job can continually adjust, law enforcement officers to reduce the 2012~014 three years, all aspects of work in Hubei Province health supervi- sion and law enforcement get to carry out a comprehensive, unlicensed medical work continue to strengthen efforts to com- bat, statistical results also reflect Hubei health and family planning comprehensive supervision and law enforcement agen- cies should further strengthening the training of medical supervision, improve the health supervision and law enforcement personnel ability, also in the fight against undocumented practice to further strengthen the comprehensive improvement of, establishment of practicing medicine without a license of long-term supervision mechanism.
