摘要
我国环境监理制度仍处在发展和完善阶段,在实际工作中仍有许多问题需要探索。本文在对焦化项目、煤化工项目环境监理工作进行总结的基础上,分析了工业类项目的建设特征、工业类项目环境监理现场应关注的重点、工业类项目的环境监理特征。在对工业类项目建设、监理特征进行分析的基础上,从工程监理和环境监理的不同侧重点出发,对巡视、旁站、监测等现场监理手段进行了比较,为促进环境监理现场工作的开展提供了一定参考。
Environmental supervision is at the developing and improving stage in China, and many problems arestill needed to be explored in practice. On the basis of summarizing environmental supervision of coking project and coal chemical project,this thesis analyzes the characteristics of the constructingindustrial projects, the focusat the scene of environmental supervision in industrial projects, and the characteristics of environmental supervision of industrial projects. Then, this thesis compares those methods of environmental supervisionon site such as patrol, on-site super-vision, monitoringand so on, from the different view of environmental supervision and engineering supervision, based on the analysis of industrial projects construction and supervision characteristics, providing certain reference for im-proving the conduction of on-site environmental supervision work.
