摘要
国家治理现代化视阈下的廉政建设走的是科学化、法治化与理性化的现实路径,既需要刚性的制度约束,也需要柔性的人文关怀。柔性管理作为一种以人为本的管理理念和实践,助推着廉政治理现代化进程。在廉政建设的实践中,需要贯穿关注人、关心人、关爱人的柔性管理,即通过公民道德建设、廉政文化建设、人文关怀与心理疏导,建构"柔性廉政"以使人主动廉洁、乐于廉洁、持久廉洁。
In modern vision of national governance, construction of honest administration takes the path of scientific, legal and rational rule. This path requires a flexible element in addition to its rigid restrictions. And as a people-oriented management philosophy and practice, the flexible administration boosts integrity of government modernization. In the practice of clean government, it is necessary to implement flexible elements about focusing on and caring for people through civic morality, integrity culture, humanity care and psychological counseling to construct ＂flexible clean government＂ to make civil servants active, willing and lasting in their righteous behavior.
