Characteristics and Values of the Disciplines of Brazilian Workers' Party

腐败是人类发展的痼疾,探寻根治腐败之路迫在眉睫。巴西劳工党凭借制定的两阶段代表会议、核心小组、派别活动规范以及"多数联盟"等党纪制度形成了优于国内其他政党的鲜明特色。它们不仅有力地促进了党内民主,还极大地提升了政党形象,更是获得民众坚定拥护的重要因素。劳工党严明党纪的实践值得我们学习和借鉴:一是要注重发展党内民主,形成党内安定团结秩序;二是全面加强道德廉政建设,完善党内民主监督机制,通过制度的不断创新与严格执行来打造一个"不敢腐、不易腐、不能腐"的良好局面。

Corruption is a chronic illness with human societies. However, thanks to its disciplinal system construction, it has realized the organizational, political and institutional advantages which are in contrast with other ruling parties. The Party＇s unique disciplines, including the core leading group, the council of representative of two stages, and inner-party faction rules, play a very important role in the its formation and development process. They not only improve the development of inner-Party democracy, but also enhance its image as a political party. Something can be learned from the Party＇s enhancement of its disciplines for a situation of ＂not daring to corrupt, not likely to corrupt, and no possibility to corrupt.＂
