摘要
在全球气候变化的大趋势下,2008年德国联邦交通、建筑与城市发展部BMVBS启动了为期5 a的KLIWAS项目,研究气候变化对德国境内的莱茵河、易北河、多瑙河这3个主要通航河流的航道与航运的影响,以期在强有力的科学证据支持下,能够采取及时的预防措施,确保德国水路运输可持续发展。文章通过介绍德国KLIWAS项目的立项背景、研究内容、研究方法以及主要的研究成果,剖析了KLIWAS项目的特点,并探讨了该项目对我国航道与航运应对未来气候变化研究的启示。
In the trend of global climate change, in 2008 the German Federal Ministry of Transport, Buildingand Urban Development(BMVBS) conducted a five-year research program abbreviated as KLIWAS, to research onthe impacts of climate change on waterways and navigation of Rhine, Elbe and Danube in Germany. The catalyst forthe Ministry′s research activities was the need to obtain robust scientific evidence of the impacts of climate changeon the water systems in Germany and thus on the waterborne mode so as to be able to take precautions in a timelymanner that will ensure the reliability of this mode of transport. In this paper, the background, tasks, methods andmain results of KLIWAS, state features in KLIWAS were introduced, and enlightenment of KLIWAS was investigat-ed to research on the impacts of climate change on waterways and navigation in China.
