我国实施“居民收入倍增计划”的路径与经验借鉴研究

为解决当前我国经济发展中的收入分配问题并实现居民收入倍增,除了国内的决策部门和专家集思广益、建言献策之外,有必要借鉴国外的经验并吸取其教训。笔者立足于我国日益深化的收入分配制度改革,围绕现阶段我国在2020年实现居民收入倍增的现实目标,解析了日本"国民收入倍增计划"的核心内容和实施路径,总结该计划对日本经济持续增长所产生的推动效果和负面效应,并比较和分析了中日两国实施收入倍增计划的异同点。旨在从提高居民收入在国民收入分配中的比重、缓解经济二元结构以扩大有效需求、加大教育和人力资本投入、振兴科技并提高自主创新能力、发展由注重"强国"转向"富民"的社会保障制度等路径为我国实施"居民收入倍增计划"提供经验借鉴和参考,从而实现居民收入增长与我国经济增长的协调发展,使人民真正享受到经济发展的成果。
