关于提高我国危险品运输品质的思考

随着我国工业现代化的发展,危险品在整个工业体系中的作用越来越重要。我国危险品运输在法律法规、相关技术及管理体系上有了一定的发展,但仍然存在不少问题,危险品事故时有发生。天津港天津瑞海危险品物流公司发生的爆炸,给人民的生命、财产安全构成了重大威胁,对生态环境也造成了污染和破坏。危险品运输必须依赖专用性资产,然而,在我国场地资产的专用性不足,安全隐患大;人力资产的专用性不高,运作效率差;物质资产的专用性不强,专业化水平低;专项资产不充分,绿色化缺口宽。针对我国危险品运输存在的问题,借鉴西方国家的先进经验,我国急需进一步强化法制化和标准化建设、全面实施统筹管理和监管、广泛推进智能化管理和跟踪,以及有效践行专业化运作与管理,以保障我国危险品运输的安全、高效,从而提高我国危险品运输的品质。

With the development of China＇ s industrial modernization,dangerous goods play a more and more important role in the whole industrial system. The relevant laws,technologies and management system of domestic dangerous goods transport make some progress in some degree,but there are still many problems causing many dangerous goods incidents. The explosion of Rui-hai dangerous goods logistics corporation in port of Tianjin posed a great threat to the safety of people＇ s life and property and also caused pollution and damage to the ecological environment. The transport of dangerous goods must depend on special asset,however,we do not have enough this kind of asset and there are lots of hidden troubles,the specialty of staff is not enough and efficient; the specialty of material assets is not strong and professional enough,the asset specialty is not full and environment-friendly enough. To solve the problems in dangerous goods transport,we should intensify the construction of legal system and standardization system,implement overall management and supervision in every aspect,promote intelligent management and tracking widely and practice professional operation and management effectively from the advanced experiences of western countives. With all the things above done,we can assure the safety,efficiency and quality of dangerous goods transport.
