过去、现在和将来，转型升级是一个长期的、持续的发展过程，山东造纸自“十二五”就提出“转方式、调结构，提质增效上水平战略”，只是在新常态下更加受到重视，以梯级推进建立新的增长动力与价值链条，行业加速了转型升级的步伐。

In the background of China paper industry,especially of Shandong paper industry going into the New Normal,the People's Government of Shandong province released the 'practical implementation on transition and upgrade of Shandong paper industry' on Oct.2014.Main papermaking enterprises and paper machinery manufacturers of Shandong province reacted quickly,and made a series of feasible and effective measures.After two years,great achievements have been got in the aspects of structural adjustment,upgrade and reform and so on.This article was written by Wang Zefeng,the president of Shandong Paper Association,who summarized the achievements that been got by Shandong papermaking enterprises in the past two years.
