自贸试验区电梯定期检验市场社会化改革试点,作为特种设备部分检验资源社会化改革工作的一部分,改变了根据监管区域指定电梯检验机构的现有模式,由企业自主对具备相应资质的检验机构进行筛选,根据检验机构的报价、服务和效率进行市场化选择。在试点过程中,鼓励行业检验机构、民营检验企业进入市场化竞争。本文试图就推进过程中的政策引导和市场监管等方面工作进行探讨,指出监管部门应科学规划,建立有序的竞争机制,促进检验市场良性发展,为保障电梯安全服务。

The socialization reform of elevator periodic inspection in Shanghai Pilot Free Trade Zone is a crucial component of the socialization reform of part of special equipment inspection resources in Shanghai, and will change the existing mode which the elevators are inspected by the designated inspection institution according regulatory region, and the user of elevators will have the chance to chose the qualified inspection institution according to price, service and efficiency. In the pilot process, the industry inspection agencies and private inspection companies are encouraged to participate to the market competition. This paper attempts to analyze how to improve the policy guidance and market regulation, and furthermore points out that the regulatory authorities should plan scientifically, establish orderly competition mechanism, to promote the healthy development of the inspection market. All the effort could improve the elevator security service.
