Study of Beijing Master Plan Strategy in the New Era

自《北京城市总体规划（2004～2020年）》（下文简称“2004版北京总规”）实施以来，北京已经从中国首都迅速转变为具有全球影响力的大国首都，并成为世界上人口规模排名前列的超级大都市区。北京的发展既有一般特大城市发展面-临的通病，也有中国首都发展的特殊问题。面对国家城镇化发展战略、中国国际地位不断提升和国家宏观经济发展“新常态”三大背景，新一轮北京总规的编制技术方法应从十年前的“功能主导、结构性、蓝图式、增量发展”转向“以人为本、政策型、协作式、存量优先”。本文在认识北京及首都地区发展存在的九项突出问题基础上，阐述了立足“区域协同与城乡并治、创新驱动与存量挖潜、多元文化与包容发展”三对关系下的规划思路，并提出本次北京总规修改的若干建议。

Since the implementation of 2004 Beijing Master Plan, the role of Beijing has been transformed from a simple function of being the capital city of China into the capital of a country with world leading power. Moreover, the city has become the super-megalopolis with the world top ranking in population. Thus, the development of Beijing con- fronts various urban problems similar to other mega-cities, and at the same time has its specific issues as being the capital of China. Considering the current Chinese policy and political background, such as increase of international prestige, implementation of National Development Strategy of Urbanization, and strategy of the ＂new normal＂ theory, the need of studying new planning methodology for Beijing becomes necessary. The new methodology should be shifted from emphasizing in ＂function oriented, structure driven, blueprint based, and incremental development＂ to focusing on ＂people oriented, policy driven, coordination based, and built-up area improvement planning＂. This study summarizes 9 outstanding urban development problems in Beijing, and elucidates the new planning concept based on 3 theories, ＂ regional coordination and urban-rural comanagement＂, ＂innovation driven＇and built-up area im- provement planning＂, and ＂cultural diversity and inclusive development ＂ Further, this study provides ample sug- gestions for future Beijing master plan revision.
