京津冀区域生态环境问题及其城乡规划对策

The Eco-environment Problems of Beijing-Tianjin-Hebei Region and the Possible Solutions of Urban-Rural Planning

京津冀地区的快速城镇化、工业化进程带来了区域人口急速增长、用地快速扩张和经济集聚发展，也引发了资源紧缺、环境污染、生态退化等一系列生态环境问题，使得社会经济发展和资源环境约束之间的矛盾日益突出。目前，京津冀区域协同发展已上升为国家战略，并将治理空气污染和改善生态环境作为重要突破口。本文以京津冀地区生态环境现状分析为基础，从客观条件和人类活动影响两个方面剖析了地区生态环境问题的症结和产生根源；然后，从城乡规划的角度，提出整治和改善京津冀生态环境状况的可能切入点和着力点，以期为提升区域生态环境质量、推动区域协同发展提供建议和参考；最后，从更新规划观念、拓展规划视野、变革规划方法、完善规划内容等方面，对新形势、新要求下生态导向的城乡规划变革进行了思考，

Along with the expediting of urbanization and industrialization process in Beijing-Tianjin-Hebei region, there was not only the rapid population growth, land expansion and economic ag- glomeration development, but also many eco environmental problems that must be attached great importance. Such as the shortage of resources, environmental pollution and ecological degradation which lead to the increasingly prominent contradiction between social-economic de- velopment and resources-environment con- straints. At present, air pollution control and eco-environment improvement as an important breakthrough of Beijing- Tianjin-Hebei regional coordinated devel- opment has risen to national strategy. Base on the analysis of the present eco- environment situation of the Beijing- Tianjin-Hebei region, this article analyzed the causes and roots of the re- gi.onal eco-environment problems from the aspects of objective conditions and human activities. Moreover, we also put forward the possible breakthrough points to ecological improvement and environ- mental protection from the perspective of urban-rural planning, which could provide advices and references to improve the quality of regional eco-environment, and promote the coordinated development of region. Finally, this paper reflected on the ecology-oriented urban development from the update planning ideas, widen the vision of urban planning, transform working methods and improve planning content.
