From Intercity Cooperation to Regional Integration Planning -- New Tendency of Regional Plan in Pearl River Delta

本文结合改革开放以来珠江三发展转变和各时期区域规划演进的脉络模式转型与规划变革的互动情况。文章角洲这类从传统农业生产为主转为城镇天努力推动区域一体化以实现共创世界地区，其中除了自下而上的自发发展之域规划引领统筹的重要作用不可忽视。珠江三角洲区域规划内容及方式的创新角洲地区经济社会分析，讨论了发展认为，对于珠江三连绵发展，直至今级城镇群的现代化外，自上而下的区发展的需要促进了，规划的创新也促进了珠江三角洲的发展转型。珠江三角洲经济社会发展与区域规划发展的互动，对于研究当前我国规划改革具有重要的理论价值和学术意义。

This paper discusses the interact of planning reform and the trans- formation of development pattern, com- bining with the analysis of the evolution of regional planning and the transfor- mation of the economic and social devel- opment in the Pearl River Delta since ＂re- form and open＂ . During the course of de- veloping from traditional agricultural areas, to megacity region and even taking efforts to promote regional integration and create a world-class metropolitan area today, the regional planning takes very important role of leading the topdown development as the spontaneous development from bottom to top, in the Pearl River Delta. The needs of development promotes innovation in the Pearl River Delta regional planning, meanwhile the innovation of planning also promote the transformation of development pattern.The study of the Pearl River Delta＇s in- teraction of economic and social development and the innovation of regional plan- ning has important theoretical value and academic significance to China＇s planning reform.
