随着经济快速发展,受到农村土地权利分配机制不够合理、经济条件不够充分、城乡制度二元对立以及土地管理使用法律不完善等因素的影响,农村出现了老无所养、未成年人教育缺位、社会管理功能弱化、土地资源浪费等诸多空心化问题,应通过加大现代新型农民引进和培养力度、提升农村公共服务范围和质量、做好农村发展规划和大力发展现代农业等措施来解决。

With the quick development of economy, influenced by the unreasonable distribution mechanism, insufficient economic conditions, binary opposition of the city and countryside, imperfect law to utilize the land and other factors, in the rural areas many problems appear, such as the aged lacking of care, the young lacking of education, weak social management functions,wasting land resources, and some other hollowing issues. As a result, the solutions are to strengthen the introducing and training of the modern new farmers, to promote the scope and quality of the rural public service, to make the development plan for the rural and develop the modern agriculture.
