村民议事会——村民自治机制创新的实践探索——来自成都市青白江区芦稿村的调研报告

Villagers Council- Exploration in the Villager Autonomy Mechanism Innovation Practice——A Survey Report from Lugao of Qingbaijiang District in Chengdu

村民自治的实质是让人民当家作主。作为村民自治的一种制度创新,村民议事会在成都市青白江区芦稿村的实践中取得初步成效,如三级授权合法有效,完善村民自治机制;扩大政治参与,有利于决策科学;规范运作程序,强化民主协商;权力制约与协调,密切联系群众;强化监督,实现"阳光治理"。但是在运行过程中也还存在一些问题,需要进一步在实践中加以解决,从而逐步健全和完善村民议事会这一村民自治的有效实现形式。

The essence of the villagers＇ autonomy is to let the people become the masters of the country. As a system innovation of villagers＇ autonomy, the villagers council of Lugao of Qingbaijiang district in Chengdu, in the village of practice achieved initial results, such as the legal and effective level 3 authorization, improving the villagers＇ autonomy mechanism; expanding the political participation, be helpful for decision science; standard operation procedures, strengthening democratic consultation; power restriction and coordination, close ties with the masses; to strengthening the supervision, implementation ＂sunshine government＂.But also there are some problems in the operation process, which need to be further solved in practice, so as to gradually improve and perfect the villagers completely effective forms for realizing the villagers＇ autonomy.
