伦理审查融入卫生技术评估(HTA)可以提高医疗技术水平和卫生管理决策能力,凸显HTA决策价值,因此其作用越来越重要。本文通过综述国内卫生技术伦理评估实践困境,介绍几种国外常用的HTA系统方法及其应用的具体步骤,其中包括德尔菲法、决策分析法和多标准决策分析,着重介绍决策树和马尔可夫模型分析法在制定临床决策中的应用;层次分析法用于决策的形成和优先级别的设定等等。合理地应用这些方法,可以发挥伦理审查在卫生技术评估中的科学作用,加强伦理审查研究方法探究。

Ethical review of health technology assessment （HTA）, with its prominent values in policy-making , is regarded as more and more significant for improving the development of medical technology and the quality of health management decision-making. The authors reviewed the current status of ethical review of HTA in China and systematically summarized the methods of ethical evaluation of HTA as well as their applications overseas, in order to improve the methodology of ethical review and policy construction of the admittance of health technology. It is essential and imperative to strengthen ethical review of HTA and explore its methodology and review tools in the further.
