摘要
利益部门化的问题已经成为建设服务型政府与法治型政府的障碍,"权力部门化、利益部门化、利益法律化"损害了公共利益、破坏了社会公平与稳定,助长了行政腐败,不利于中国的法治化进程。利益部门化问题源自公共权力不受制约、政府职能转变不到位、立法体制不健全等因素。治理利益部门化问题,需要坚决依法治理,完善立法体制,进一步转变政府职能,引导和约束政府部门的行为,建立权力制约和全方位监督体系。
The departmentalization of interest has become a constraint to governmental efficiency and credibility and an obstacle to the construction of the service-oriented government and government Ruled by Law,harming public interest,destroying social justice and stableness and promoting administrative corruption.Such issues root in the unrestrained usage of public power,inadequate transformation of governmental function and imperfection in legislation.To cope with such problems,it is necessary to firmly enforce the law,perfect the legislation system,further transform governmental function,guide and constrain the behavior of government departments,establish power restriction,and perfect all-round social supervising system.
