基于人本理念的新型城镇化金融支持探究

Finance Support System for New Type Urbanization Based on Man-oriented Ideology

以往新型城镇化的金融支持中,关于人本因素的认识比较零散,存在一些不足。在新型城镇化进程中,新型城镇化的关键是农业转移人口市民化。影响农业转移人口市民化的根本原因是我国相关制度改革滞后、农业转移人口自我发展能力不足、对农业转移人口缺少足够的包容、关心、帮助,以及金融体系的支持和金融功能的发挥极为薄弱等多个因素的共同作用。因此,结合我国城镇化多年发展的经验教训、经济发展方式弊病和金融资源的合理配置,新型城镇化中,金融支持的关键是培育农业转移人口的人力资本以及支持其充分享有城镇基本公共服务。

In the past financial support for new urbanization the understanding of the humanistic factors is scattered. And there are some shortcomings. In the new urbanization the key of new type of urbanization is the urbanization of agricultural population transferred. The root cause of influencing the urbanization of agricultural population transferred is the lag of related system reform in China, lack of self-development capacity of the agricultural population transferred, lack of tolerance, care and help to the agricultural population transferred as well as the very weak support of the financial system and financial functions. Therefore, combining with the years＇ experience and lessons in the development of urbanization in China and considering the bad pattern of economic development problems and the reasonable allocation of financial resources, the key of financial support is to cultivate human capital of the agricultural population transferred and support them to fully enjoy the urban basic public services.
