摘要 新国标GB/T 31422-2015《个体防护装备护听器的通用技术条件》于2015年10月1日起实施,各界非常关注此标准及其实施。护听器标准的实施涉及到测试能力的建立、标准体系的支撑和管理制度的要求等方面。护听器的防护性能评价方法是一个主观的方法,其固有的可变性使其测试结果不能作为质量管理的指标,成为新标准实施中的一个难点。本文对比了5个国家、地区的护听器测试标准以及相应的产品性能标称值,以美国为例介绍了护听器实验室标称值的限制以及相应解决方案的新趋势,并以美国、巴西和欧洲为例,分析了护听器标准实施中遇到的挑战和问题,并分享了目前各国专家提出的一些备选方案。 A new recommended national standard GB/T 31422-2015 " Personal Protective Equipment –General Requirements for Hearing Protectors" has been executecl since Oct. lst, 2015. This standard and its implementation have got attention from different perspectives. The implementation of standard relates to many factors, including the testing capability development, systematic standard framework development and regulation requirement, etc. The attenuation testing method for hearing protectors is subjective, due to its inherent variability, the attenuation testing data could not be used for quality control, it introduces the difficulty in the standard implementation of the new national standard.In this paper, testing standards and rating systems of hearing protection devices(HPDs) from 5 countries or regions were compared, based on the example of USA,the limitation of HPD rating and the new trend to solve this issue were introduced, taking the regulation requirement of USA, Brazil and European Union as examples, the challenges and optional solutions on setting up HPD quality management regulations were discussed.
