境外石油项目环境管理工作研究

Study on Environmental Management Work of Overseas Petroleum Projects

为加强海外项目环境管理工作,保证境外油公司顺利运作和发展,本文结合海外环境管理经验,对境外石油项目开发、运营、项目终止和退出3个阶段中环境管理的主要工作进行了初步探讨并提出了建议。结果表明项目开发阶段环境管理重点是尽职调查,运营阶段具体工作主要包括环境影响评价、环境应急管理和废弃物管理,终止和退出阶段以环境恢复为主。

In order to strengthen environmental management work of overseas projects and guarantee smooth operation and development of overseas oil companies, combining with overseas environmental management experience, the article gives a preliminary study on main work of environmental management in the 3 stages of overseas petroleum projects including development, operation, end and withdrawal and puts forward some suggestions. The results indicate that, in project development stage, the key point of environmental management is responsible investigation, concrete work of operation stage mainly includes environmental impact assessment, environmental emergency management and waste management, main work of end and withdrawal stage is environmental restoration.
