A Comparative Study of the Reform in Functions of Streets and Community Governance Model

街道的职能设置是影响社区治理的重要因素,扩大职能、削减职能和将职能融入社会网格等不同的街道职能设置方式,都会对形成不同的社区治理模式产生影响。上海模式、建邺模式和栖霞模式是因街道职能设置的不同,而形成不同社区治理模式的典型代表。比较这些社区治理模式的目的,不仅在于探讨好的社区治理标准和样式,更在于通过比较不同模式所能带来的治理绩效,探讨街道职能改革和增进社区治理效益之间的关系。

The CPC＇s Street Committee and Street Office are an important factor affecting community governance. The different settings of street functions, such as, expanding street functions, cutting street functions and integrating street functions into society grids, would be critical for forming different community governance models. Shanghai model,Jianye model and Qixia model are typical representatives of different community governance models. The comparison among these community governance models not only can determine good standards and models of community governance, but also can be helpful for discussing the relation between the reform in street functions and the improvement in the effectiveness of community governance.
