行业协会商会:公益服务的替代抑或优先机制——以青岛为例的实证考察

加快形成政社分开、权责明确、依法自治的现代社会组织体制,重点培育和优先发展行业协会商会的政策要求明确后,调查显示:行业协会商会发展发生了一些积极的变化。但政社关系调整任务艰巨,政府职能转移、政府购买服务等进展有限,行业协会商会的能力、公信力有待提升,行业协会商会由公益服务的替代机制向优先机制转变任重道远。

The survey shows that, Industry associations and Chamber of Commerce have some positive changes, such as a rapid increase in their numbers; highlighting their roles; an increase in undertaking governmental affairs; gradually improving their governance mechanism and the like, after those policies to encourage the development of Industry associations and Chamber of Commerce are made clearly, which include： to quicken the pace of building a system of modern social organizations in which functions of the govemment are separated from those of social organizations, rights and responsibilities are clearly established, and social organizations exercise autonomy in accordance with the law. However, Industry associations and Chamber of Commerce in China continues to face arduous tasks, for instance, the adjustment in the relationship between government and society still is a formidable task; the development in the transfer of government functions and government＇s purchase of services still is slow; There is much room for improvement in the capability and credibility of Industry associations and Chamber of Commerce; the ahemative mechanisms of Industry associations and Chamber of Commerce for public services change arduously into the prior mechanisms for public services.
