海西城乡一体化进程中的农村公共危机治理——以闽西山区甲行政村为例

Rural Public Crisis Governance in the Course of the Urban and Rural Integration Within the West Coast of the Straits Economic Zone——As the Village in the West Mountain Area of Fujian Province for Example

海西农村正处于社会变革时期,农村公共危机治理是推进海西城乡一体化的关键环节。基于公共治理的视角,以闽西甲行政村为例,管窥当前海西农村公共危机的表现形态及成因,分析海西城乡一体化与农村公共危机治理的互动关系。在此基础上,力图从培育多元治理主体、突破城乡二元桎梏、构建危机治理制度环境、完善危机处置机制等方面为消弭和化解农村公共危机提供借鉴和指导。

The rural area in the West Coast of the Straits Economic Zone is in the social transformation period,and the rural public crisis management is the key link as to promoting the integration of urban and rural areas within the West Coast of the Straits Economic Zone. Based on the perspective of public governance,as the village in the west mountain area of Fujian Province for example,the thesis has a restricted view on the rural public crisis manifestations and causes of the West Coast of the Straits Economic Zone,and analyzes the interactive relationship between the urban and rural integration and the rural public crisis management. It tries to provide the reference and guidance for the elimination of rural public crisis from the aspects of cultivating the main body of multiple governance,breaking the shackles of urban and rural,constructing the system of crisis management,and perfecting the mechanism of crisis disposal.
