依法治国与国家治理现代化的关系探析

十八届三中、四中全会相继提出了"依法治国"和"国家治理现代化"的战略目标,二者的提出有着其内在逻辑和时代意义。现代国家治理中,依法治国是国家治理最根本的方式,是国家治理体系和治理能力现代化的重要标志。依法治国与国家治理现代化是相辅相成、互为推进的。国家治理现代化要求国家治理法制化,而全面推进依法治国又推动国家治理现代化的实现。正确认识法治与国家治理现代化的关系,对于实现国家治理现代化的目标具有指导意义。

The eighth session of the Third and Fourth Plenary Session has proposed a ＂governance modernization＂ and ＂rule of law＂ strategic objective, both presented era has its internal logic and meaning. Modern governance, the rule of law is the most funda- mental way of governance with an important symbol of national governance systems and governance modernization is the only way mod- em state governance. Rule of law and governance modernization are complementary and mutually advance. Governance requirements of modern governance legalization, and comprehensively promote the rule of law, in turn, promote the realization of the modernization of national governance. A correct understanding of the rule of law and governance modernization of relations is of great Significance for us to achieve the great goal of modernization of national governance.
