摘要
社会的进步、经济的发展需要农村和城市的共同发展。我国实行社会主义市场经济以来,国有建设用地市场逐步完善,已经发展的相当成熟,然而农村集体建设用地市场受到相关法律的限制,不能入市交易。巨大的市场需求导致农村集体建设用地隐形市场的出现,农村集体建设用地制度改革走向了畸形发展的道路。研究我国城乡统一建设用地市场存在的问题和成因,提出有效的解决对策,对于促进我国城乡统一建设用地市场规范有序发展,落实十八届三中全会农村土地改革的精神具有重要指导意义。
The progress of the society and the development of the economy need the common development of the countryside and the city. Since the implementation of the socialist market economy in China, the state-owned construction land market has gradually improved, but the rural collective construction land market is subject to the relevant laws, and can not enter the market. Huge market demand leads to the emergence of the rural collective construction land, the rural collective construction system reform to the abnormal development of the road. To study the problems and causes of the land market in urban and rural areas in China, and put forward effective measures to solve the problem, which is important to promote the orderly development of urban and rural areas and implement the spirit of rural land reform in the Third Plenary Session of the eighteen Central Committee.
