摘要
发展军民融合科技中介组织是实施军民融合战略的必然要求.当前,科技中介组织在管理体制、组织体系构建、服务能力提升、政府政策支持等方面存在诸多问题.只有建立起多层次组织体系和广泛协作网络,合理界定政府与科技中介的关系,建立完善的监督体系和政策制度,促进科技中介服务市场化、专业化、网络化、规模化发展,才能发挥其在军民科技资源融合发展中的作用,推动区域科技创新能力的提升.
The strategy of civil-military integration must develop civil-military integration of science and technology intermediary organizations. At present, science and technology intermediary organization has many problems in the management system, organization system construction, service ability to ascend and the government’ s policy support. It affects military and civilian resources integration of science and technology development. In order to make the sci-tech intermediary organizations in military and civilian science and technology playing a role of two-way flow and optimized allocation of resources, we must build up the multi-level organization system and extensive collaboration networks, define the relationship between government and science reasonably and establish a perfect supervision system. It can promote science and technology intermediary service marketization, specialization and scale development.
