美国残疾人高等教育服务及对我国的启示 被引量:2

摘要 美国残疾人高等教育经过一个多世纪的发展,形成了一套完善的法律、财政支撑体系,规范了残疾人高等教育服务项目,为残疾人提供了良好的学术支持环境,从而保障残疾人充分参与高等教育的权利,提升了残疾人的社会地位。本文在介绍和反思美国残疾人高等特殊教育发展支持保障体系和服务体系的基础上,认为我国可以借鉴美国经验,完善法律基础,增强财政保障,完善高校学术环境建设,规范高校服务项目及内容等,从而促进我国残疾人高等教育的健康快速发展。 In past more than a century, the higher education for the disabled persons in American has tended to be mature. It has a relatively comprehensive system of finance and a set of perfect laws, which standardize the higher education services for the disabled and provide a good academic support environment. The right to fully participate in higher education for the disabilities gets guaranteed and their social status gets improved. Some suggestions are made to revise the Chinese law about higher education for disabilities, enhance the finance security system, quick steps in the university academic atmosphere construction, regulate university services and content, etc. , so as to improve the development of higher education for the disabilities in China.
