黑龙江省农村贫困人口的规模及救助对策思考

Poor Population Size in the Rural Areas of Heilongjiang Province and the Relief Strategy

目前,黑龙江省贫困村数量多,农村贫困人口规模大,农村人口的贫困发生率高,黑龙江省农村贫困人口的救助工作极为艰巨。农业资本不足、农村基础设施薄弱、贫困农村人力资本不足和扶贫工作落实不到位是黑龙江省农村贫困人口产生的主要原因。黑龙江省政府应进一步加大扶贫的投入力度,推进专项扶贫措施精准落实,健全完善农村救助体系,切实加强扶贫保障措施落实,从而使黑龙江省的农村扶贫救助工作迈向新阶段。

As the number of poverty villages in Heilongjiang province and the poor population size is large and the poverty incidence of rural population is high, there are tremendous difficulties for the assistance and relief of the poor population. Lack of agricultural capital, weak rural infrastructure, human capital deficit and the poor anti-poverty project implementation in impoverished rural areas, and the in-sufficient assistance and relief are the main reason for the poor rural population in the province. The government should intensify poverty alleviation, focus on the accurate implementation of special poverty alleviation projects, improve the relief system in rural areas, and ensure the implementation of the poverty alleviation measures.
