摘要 基于Android手机的实地核查系统是在调用百度地图基础上,利用遥感监测图斑数据,实现3S技术高度集成。其中的批量比对分析子系统,实现了监测图斑的自动比对分析和重点核查图斑的自动筛选;基于Android手机的实地核查回传子系统,确保实地核查工作的准确和高效;室内实地核查成果管理子系统,做到外业成果的自动接收和直观展示。该系统对襄阳市、贵阳市的图斑合法、违法情况,占用基本农田、突破城市边界情况进行了分析,分析得襄阳市疑似违法图斑177个,涉及占用基本农田的21个,突破城市边界的75个;贵阳市疑似违法图斑134个,涉及占用基本农田的18个,突破城市边界的37个。地方国土部门利用手机回传系统自查确认襄阳市违法图斑53个、贵阳市违法图斑32个。 All-weather remote sensing monitoring system is an online land inspectors system, based on the multiple temporal images, polygon data and monitoring data. Remote sensing(RS), Global Positioning System(GPS) and Geographic Information Systems(GIS) and other spatial analysis techniques have been fully applied in order to achieve a high level of 3S technology integration, strengthen information of the land, and effectively improve the efficiency of the inspectors. Roving inspectors subsystem study polygons to achieve automatic comparative analysis and focus on verification polygons automatic screening; field verification backhaul subsystem is based on Android technology to ensure work accurately and efficiently; indoor field verification of results-based management subsystem automatically receive the results of the external sector and the visual display. The legal and illegal polygons of Xiangyang City and Guiyang, involving the occupation of basic farmland, the circumstance city boundaries broken have been analyzed by the mentioned system, which identifies 177 suspected illegal polygons of Xianyang, 21 occupation of basic farmland involved and 75 city boundaries broken; The Guiyang's situation has 134 suspected illegal polygons, 18 occupations of basic farmland, 37 cities boundary broken. After self-examination of using the mobile backhaul system by local departments, they find 53 illegal polygons of Xianyang, 32 of Guiyang.
