失独父母特殊医疗困境的成因及其对策研究

The Causes and Countermeasures of the Only-child-died parents' special medical dilemma

随着失独群体规模的日益扩大,失独父母手术签字难问题开始凸显。失独父母手术签字难问题的成因是多方面的,主要表现在独生子女伤残死亡家庭扶助制度的不完善、医疗法规规定病人手术需要亲属签字、医疗机构不愿承担手术签字责任以及失独父母的自身变故四个方面。为此,必须构建政府主导与多方分责的责任机制,采取设立特别监护人制度、构建和谐医患关系促使医疗机构愿意承担手术签字责任、发挥失独自组织的作用以及重构失独父母社会关系网络等措施,增进失独父母的健康与福祉。

The difficulty to obtain operation signature for the only-child-died parents manifests with the expansion of this social group. Several reasons contribute to this problem,such as the imperfection of the aiding system for parents whose only child is disabled or dead,the requirement of a relative's signature before operations,the aversion of medical institutions to the responsibility of operational failure and the misfortunes of the only-child-died parents,etc. Correspondingly,an administrative system led by the government and commonly supported by the community can provide a solution. Measures include but are not limited to the following: establishing the special guardian system,building a harmonious relationship between medical personnel and patients,developing the function of the self-organizations of the only-child-died parents and reconstructing the social network of the only-child-died parents.
