摘要
针对山洪灾害预警预案与应急管理的难题,提出了一种以构建预案知识库为基础的山洪灾害应急管理平台研发方案。首先,对应急预案进行多层树形分类,建立多重索引的预案知识库,提出了一种预案子集快速查询与匹配算法,以此支持平台其他模块的实现。其次,通过分析典型业务流程,构建了山洪灾害应急平台的三层架构与核心功能划分。最后,基于"一网式"和"一表式"模式,采用J2EE平台实现了互联互通、信息共享、决策高效的山洪灾害应急管理平台,形成以区域为主的统一指挥、功能齐备、反应灵敏的应急管理新机制。
For the problems of warning plan and emergency management about mountain flood disaster, this article proposes a research program for emergency management platform about mountain flood disaster by building a plan knowledge library. Firstly, we analyse and classify the emergency plans by multi-layer, and build the plan knowledge base with multiple indexes. We propose a fast searching and matching algorithm for plan subset, so to support the implementation for other modules of the platform. Secondly, by analyzing the typical business process, we construct the three-layer architecture and core functions division for the emergency platform about mountain flood disaster. Finally, based on the pattern of 'one network style'and 'one table style', we implement the emergency management platform about mountain flood disaster by using J2 EE platform,so to form the new emergency management mechanism around area where command is unified, function is complete and response is sensitive.
