摘要
《特殊教育提升计划（2014—2016年）》是指导我国特殊教育改革与发展的纲领性文件。本文主要结合江苏的实际,探讨区域贯彻落实《特殊教育提升计划（2014—2016年）》的策略。其主要是：围绕提升特殊教育普及水平,初步形成较为完备的特殊教育体系;提升特殊教育教学质量,提高残疾学生的综合素质;积极推进随班就读,加快提高特殊教育普及水平;加强特殊教育教师队伍建设,提升特殊教育教师专业化水平;提升特殊教育保障水平,支持特殊教育发展。
Plan of Promoting Special Education （2014 -2016） is a programmatic document guiding the reform and development of special education in China. Taking Jiangsu province as an example, some strategies are discussed on implementing the Plan, in- eluding improving the popularization of special education to form a better system, improving the teaching of special education to change the overall quality of the disabled students, actively boosting inclusive education, enhancing teaching staff, promoting pro- fessional quality of special education teachers, and increasing the funds to support the development of special education.
