产城一体化与环境污染——以通辽科尔沁工业园区为例

The Integration of City and Industry with Environment Pollution——A Case for Tongliao Khorchin Industrial Park

目前我国产城一体化发展进程中环境污染问题尤为突出,已经严重影响了工业园区以及相邻城市居民的生活水平。通过对通辽市科尔沁工业园区污染问题的分析研究,从"以人为本"的科学发展观角度进一步完善产城一体化发展机制,融合环境治理理念构建了"绿色产城一体化"发展机制。研究结果表明,"绿色产城一体化"机制是从政府制度和群众作用多重方式来解决产城一体化发展中的环境生态问题,对实现园区经济可持续发展具有重要指导意义。

At present, environment pollution problem in the development process of our domestic ＂Integration Of City And Industry＂ is particularly acute. It has seriously affect the living standards of the residents who live in the industrial park and adjacent area. By researching and analysis to the pollution problem of Tongliao Khorchin industrial park. It will have a further development mechanism on city integration from the perspective of ‘People Oriental＇ scientific concept. It also integrate environment governing ideas to build the ＂Pollution-free integration of city and industry＂ mechanism. The results of research show that, the ＇Pollution-free integration of city and industry＇ will solve the problem of ecological environ ment from the government system and the role of multiple ways. So it will have important guiding significance to the sustainable economic development of industry park.
