失地农民视角下新型城镇化的推动策略

The Promotion Strategies of New Urbanization:A Perspective of Landless Peasants

随着我国新型城镇化进程的快速推进,失地农民问题越来越成为社会各界高度关注的焦点。对于农民而言,土地同时承担着就业生存和社会生活的双重保障。失去土地也就意味着农民丧失了获得来自土地的从业收入和拥有土地所带来的社会保障权利,即同时失去了就业和保障权利。目前因征地纠纷引发的激烈冲突正日益成为社会频发的主要矛盾,具有极大的社会风险。因而失地农民成为了新型城镇化背景下既特殊又具有时代特征的弱势群体。在新型城镇化的快速推进中,不能以加重失地农民的贫困负担为代价。本文基于对大量文献的研读以及对本研究区的实地调研,采用问卷调查、关键人访谈等调研方法,试图从失地农民这一弱势群体视角,充分表达失地农民的利益诉求,探讨在最大限度的保护失地农民本身权益的条件下积极快速稳妥地推进新型城镇化的应对策略。

With the construction of New Urbanization in our country,Landless Peasants problem has become the focus of the society.For farmers,land is treated as the double protection of employment and social life. Loss of land means that farmers have lost the right to enjoy social security that comes from land.At the same time,they’re also unable to enjoy the same social security rights as city residents.That is to say,they lost the right of employment and social security.Currently fierce conflict over the land dispute of society is becoming an increasingly frequent occurrence of major contradictions.It has a great social risk.Thus landless peasants became a group which is special but has characteristics of the times under the new urbanization backgrounds. In the rapid advancement of new urbanization,we should not take the price of increasing the burden of poverty of the landless peasants.Based on the extensive literature study and field research,using research methods of questionnaires,interviews with key people,this paper attempts to discuss from the perspective of landless peasants,express fully the demands of landless peasants,and propose the active steady promotion strategies of new urbanization under the condition of protecting the rights of landless peasants fully.
