整体性治理视角下农村公共服务资源整合路径

Path Analysis of the Effective Integration of the rural Public Service resources: A Holistic Governance Perspective

农村公共服务资源有效整合问题,一直是学界研究的焦点,也始终是亟需解决的世界性难题。该文立足于整体性治理理论,在解析农村公共服务资源整合之困境的基础上,以治理理论中协调、整合等核心治理理念为解决困境的突破口,尝试探索有利于解决我国农村公共服务资源紧缺、分散困境的对策建议,以期通过政府的各项整合,促进服务资源的供给与配置,并确保新型农村公共服务资源的完善及发展。

The problem for rural public service resources that integrated effectively,have been the focus of ac-ademic research and the global problems needed to be solved.This article,established in holistic governance theory,based on the plight analyzed for rural public service resources,has taken the coordination and integra-tion as the key point of the breakthrough,try to explore the countermeasures to solve the shortage and decen-tralization of rural public service resources.Based on the theory of holistic governance,the effective supply and allocation of public service resources should be promoted by the integration of the institutions in govern-ment.And new rural public service resources would obtain development.
