京津冀区域创新资源整合的路径研究

京津冀协同发展的实现,关键靠协同创新,根本靠创新资源的整合。但京津冀区域创新资源配置严重不均,创新人才、创新资金、创新技术等创新要素分布差距巨大,高等院校、科研机构、高新技术企业等创新主体实力也参差不齐。要想实现京津冀协同创新,必须进行区域创新资源整合模式的创新,并以体制机制改革为支撑,建立完善协同创新的组织机制、科技资源开放共享的利益分配机制、科技资源共享的保障机制。

However, Beijing-Tianjin-Hebei regional innovation resources allocation seriously uneven, innovation talents, innovation capital, innovation technology ect. the other innovative elements ect. the innovative strength is also uneven. To realize the collaborative innovation in Beijing-Tianjin-Hebei Province, we must innovate the regional innovation resources integration mode and support the reform of the system and mechanism, establish the mechanism of the organization, the open sharing of scientific and technological resources, and the protection mechanism of scientific and technological resources.
