摘要
《京津冀协同发展规划纲要》中明确提出,把实现公共服务均等化作为京津冀协同发展的目标之一。但是河北省在社会发展、公共服务水平和质量层次上与京津地区差异明显,有些方面甚至呈现"断崖式"的差距。从京津冀基本公共服务差距入手,分析"断崖式"差距形成的原因,并从建立统一规范的人力资源市场、实现医疗卫生优质资源共享、缩小河北与京津地区教育资源差距、推进户籍附加福利均等化等方面提出促进公共服务均等化的对策建议。
"Beijing-Tianjin-Hebei collaborative development plan outline" clearly put forward to achieve the equalization of public services as one of the goals of Beijing-Tianjin-Hebei collaborative development. But Hebei Province in social development, public service level and quality level with the Beijing-Tianjin region has obviously difference, some even showing a "cliff' gap. From Beijing-Tianjin-Hebei basic public services gaps, analysis reason of "cliff' gap formation and from the establishment of unified and standardized human resources market, realize the sharing of high-quality health care resources, narrowing the gap between Hebei and Beijing-Tianjin area education resources, promote household fringe benefits equalization, proposes the countermeasures and suggestions of promoting the equalization of public services.
