基于泰尔指数的广东省卫生资源配置公平性分析

Analysis on health resources allocation equity based on Theil index in Guangdong province

[目的]对广东省2008-2012年卫生资源配置的公平性进行分析,为广东省改革卫生资源配置模式、实现资源优化配置与科学利用提供依据。[方法]描述广东省卫生资源的配置变化趋势;利用泰尔指数法分析卫生资源配置的公平性,并计算各区域及地区间的贡献率。[结果]广东省卫生资源总量不断增加,但地区间仍存在配置差距;卫生资源配置公平性逐年改善。[结论]各地区内部不公平性问题较严重,是影响广东省卫生资源配置公平性的主要因素,政府应该注重改善地区内部的公平性,引导广东省卫生资源优化配置。

Objective To analyze health resources allocation equity in Guangdong province from 2008 to 2012 so as to find out the existing problems and put forward corresponding suggestions. Methods It describes variation trend of health resources allocation in Guangdong province. The equity of health resources allocation is analyzed with Theil index and calculates the contribution rate of various areas and regions. Results The amount of health resources is increasing gradually, but gaps among different areas are still existed. The equity of health resources allocation is improving year by year. Conclusions The internal inequity problem among different areas is serious, which is the main factor to influence the equity of health resources allocation in Guangdong province. Government should pay more attention to internal inequity, lead reasonable flow of health resources.
