农村居民对合作医疗补偿的认知与期望调查

Study on the cognition and expectation of rural residents to new rural cooperative medical system compensation

[目的]分析农村居民对合作医疗补偿的认知与期望,并提出完善补偿机制的对策和建议。[方法]应用有序logistic回归分析农村居民对补偿模式选择的影响因素。[结果]85.66%的农村居民认为不应设置起付线,农村居民期望门诊和住院的补偿比例分别达到55%和65%左右,常住人口数、年人均收入、对制度满意情况和所在地区对农村居民选择补偿模式具有显著性影响(P<0.05)。[结论]应进一步完善合作医疗补偿机制,如适当设置起付线、合理分割门诊和住院统筹基金、建立多层次的农村医疗保障体系、提高农村流动人口医疗补偿的水平等。

Objective To analyze the cognition and expectation of rural residents to new rural cooperative medical system compensation, and put forward countermeasures to perfect compensation mechanism. Methods Analyzes the influencing factors of rural residents to select compensation mode by ordinal logistic regression. Results 85.66% rural residents deemed that deductible should be canceled. Rural residents expected that the compensation ratio of outpatient and inpatient service could reach about 55% and 65% respectively. Permanent residence population, per capital annual income, satisfaction of system and district had significant influencing to select compensation mode （P〈0.05）. Conclusions The compensation mechanism should be further porfected. Such as setting up deductible properly, segmenting consolidated funds between outpatient and inpatient service reasonably, establishing multilevel rural medical security system, improving the level of medical compensation to rural floating population and so on.
