公共政策的制定关乎公众的切身利益,公共政策实际上是团体斗争中相互妥协的结果,是不同利益集团之间的一种平衡产物。乌鲁木齐市取消河滩路、外环路通行费是政策实施的结果,政策分析模型是公共政策的一种简单呈现。本文运用政策分析模型中的团体模型,分析了政策相关的利益群体,并分析了政策的形成和执行过程,以期为今后的政策主体作决策提供借鉴。
