俄罗斯对21世纪海上丝绸之路的战略认知与政策选择

Russia's Strategy Recognition and Policy Selection for the 21st-Century Maritime Silk Road

中国的"一带一路"倡议提出后,受到了国际社会的广泛关注。俄罗斯作为中国推行"一带"的重要伙伴,国内学术界对俄对"一带"的立场给予了充分的重视,然而对俄如何看待"一路"倡议的研究却较为罕见。本文主要从认知维度梳理俄权威智库、学者和媒体对21世纪海上丝绸之路的基本看法、影响以及俄是否应参与其中的争论。本文从考察研究中发现,俄认为21世纪海上丝绸之路是中国的大战略,对俄而言机遇与挑战并存,俄政界及学术界因而对俄参与21世纪海上丝绸之路的建设表现出积极立场。因此,在俄对"一路"持积极态度,且我国"一带"倡议与俄主导的欧亚经济联盟对接取得重大进展的推动下,本文将对中国与俄罗斯加强在21世纪海上丝绸之路框架下的合作提出几点思考。

China＇s “the Belt and Road Initiative”won wide attention among international community after it was put forward.Russia is an important partner of China＇s implementation of the One Belt policy,our do-mestic academic circles give full attention to Russia＇s position on this issue.However,the study on the Russia＇s attitude toward the 21st-Century Maritime Silk Road is relatively rare.From the perspective of cog-nition,this paper combs the Russian authoritative think tanks,scholars and media on the One Road,the basic view,the impact and whether Russia should be involved.Through the study we found,Russia be-lieves that the 21st-Century Maritime Silk Road is China＇s major strategy,while opportunities and challen-ges coexist for Russia.So Russian political and academic circles are positive to participate in the 21st-Cen-tury Maritime Silk Road.Therefore Russia takes a positive attitude on the One Belt,meanwhile China＇s One Belt Strategy have made great progress in the economic union docking with the Eurasian Economic U-nion.Driven by these positive results,in this paper,we put forward some suggestions on strengthening co-operation between China and Russia in the 21st-Century Maritime Silk Road.
