摘要
上世纪90年代以来,以党校、行政学院和干部学院为代表的公务员培训机构面临着多方面挑战,公务员培训市场化趋势日益明显。从社会风险角度来看,公务员培训面临着道德风险、组织风险和价值风险。"政府培训机构+高校机构"的合作培训模式不仅顺应了公务员培训市场化的潮流,而且在一定程度上可有效避免社会风险,进一步提升公务员培训质量,提高公务员队伍整体服务素质,对促进政府治理和服务水平具有重要意义。
Since the 1990s, the civil service training system represented by the Party school, the school of administration and the cadre school has been faced with many challenges; the market trend of civil servant training is becoming more and more obvious. From the perspective of social risk, the civil service training is faced with moral risk, organizational risk and value risk. "government training institutions & Universities agency" model is not only to comply with the trend of civil service training market, but also to some extent, it can effectively avoid social risks, further improve the quality of civil service training, improve the overall service quality of the civil service, and has important significance of promoting the governance and service level of government.
