我国政府治理现代化建设是当前的重要学术课题。自2008年世界性金融危机以来,政府治理出现了较大转向,抓住变革的动态,设计发展的战略,是推动我国政府治理现代化的根本要求。根据国外学者初步研究经验,以推进治理主体"公共性"为目标,设计具体可操作的"公共性"管理框架,构建全方位的"公共性"治理体系,将为我国政府治理现代化提供有价值的经验。

Our government management modernization construction is an important academic topic. Since the global financial crisis 2008, the government has turned to a big change, to seize the dynamic, design and development strategy is to promote the modern- ization of China＇ s Government Governance requirements. According to the experience of foreign scholars, we can design the public man- agement system, which is the goal of governance subject, and to construct the public governance system.
