公民法律素质提升必经的递进路径探析

Path Analysis of Improving the Citizen's Legal Quality

党的十八届四中全会决定明确指出:人民是依法治国的主体和力量源泉。法律的权威源自人民的内心拥护和真诚信仰,公民的法律信仰是法治社会建设的基础支撑。但是从现实看,我国公民的法律素质与法治社会的要求差距甚大,法治社会建设的公民基础仍有待于继续夯筑。公民法律素质提升必经的递进路径可概括为:法律意识培育中仍需破解三种观念,法律遵守实践中需要推进三项工作,法律信仰坚守中应该体现三个维度。

The decision of the Eighteenth Session of the Fourth Plenary clearly writes： the people are the main source of ruling the nation by law and the main body . Legal authority is derived from the inner support and sincere faith of the people. Faith is the founda- tion of the legal citizens support the rule of law society, but from a practical perspective, the legal qualities of our citizens make great differences from social requirements, but civil foundation of the rule of law is still to be built on the basis of the construction of civil so- ciety. Enhancing the quality of the progressive path can be summarized as follows; from cultivating the awareness of the law , there still needs to crack the Three Conceptions; legal compliance work in practice pushes the three tasks; the law faith should reflect the three dimensions.
