我国直属调查队管理体制改革研究

The Reform Study of the Immediate Survey Team Management System in China

科学、合理的统计调查组织管理体系是整个调查活动得以顺利开展并提高调查数据质量的根本保障。针对我国统计数据的主要生产者,即专业从事统计调查的国家统计局直属调查队的管理体制展开研究,总结其横向、纵向的机构设置以及内部、外部的工作关系等方面存在的问题,从各级调查队的机构设置、局队关系、内部部门设置、基层调查网络和队伍建设以及调查经费和资源的分配等方面提出相应的改革措施,从而协调和解决好各个环节存在的矛盾、关系,最终提高统计调查的组织管理效率。这一套改革思路还能为后续开展的统计调查制度体系、方法体系等多方面改革提供必要的组织保障。

Scientific and rational survey organization and management system is the fundamental guarantee for successfully carrying out the whole survey activities and improving the quality of survey data. This paper studies the management sys-tem of Immediate Survey Team under the National Bureau of Statistics which specializes in survey and becomes the major producer of China's statistical data. The problems are summarized from the horizontal and vertical institutional settings as well as the internal,external relations. Then,some reform ideas are proposed about institutional settings at each levels of immediate survey teams,the relationship between the bureau of statistics and survey team,the setting up of internal departments,the buildings of primary survey networks and teams,and the allocation about the survey funding and resource,in order to coordinate and resolve all aspects of the existing contradictions,the relationship,and ultimately improve the efficiency of the organization and management for the surveys.Furthermore,these proposed reform ideas provide the necessary organizational support to carry out the follow-up reforms about the survey system and methodology.
